In 1991, it was announced that former British prime minister Margaret Thatcher would be replacing Sylvester McCoy as the Doctor. Foreign Secretary Douglas Heard welcomed the change, describing McCoy as 'an appalling failure,' guilty of 'many crimes.' (OtH S1E2)
